Dr. James A. Walker

James A. (Jim) Walker is a Senior Advisor to BCE Consulting’s aerospace and defense clients. Prior to joining BCE, Jim was the Competitive Intelligence (CI) lead for the Raytheon Capture Management Excellence team. In that role Jim supported strategic pursuits, co-led the development of the Business Development 600 training program, wrote the company’s CI Handbook, and co-led the Corporate Competitive Intelligence and Price to Win Development Program (CPDP). The CPDP students achieved an 88% win-rate in their assigned pursuits. Jim pioneered CI at Raytheon Network Centric Systems when he joined the company in 2006. His team achieved a 92.6% accuracy rating on their CI products. These products included competitor win strategies, technical approach, the strategic value of the pursuit, and teaming.

Before joining Raytheon Jim was the Director of Strategy and Policy for the U.S. Army Space and Missile Defense Command (USASMDC), Huntsville, Alabama. In that role Jim’s team wrote and led the implementation of the command’s first strategic plan and strategic communications plan. Other achievements included leading the effort to integrate USASMDC into its role as the Army Service Component Command to U.S. Strategic Command, developing the initial lessons learned for the Army Space Support Teams’ combat activities in Iraqi Freedom and the first National Missile Defense policy. Jim is the recipient of multiple government service awards.

Prior to government service Jim worked for Motorola Communications and Electronics as a Senior Account Executive. With that company Jim developed U.S. government business with Department of Defense (DoD) customers. This work provided experience in customer shaping, proposal writing, and gathering customer and competitive intelligence.

Jim is a veteran of the U.S. Navy and served in Vietnam.

Education includes a Bachelor and Master of Arts in history from Old Dominion University where he was the recipient of the Douglas MacArthur Statesman Scholarship Award. He holds a Doctor of Philosophy Degree in military history from Temple University. Jim is the lead author for four books: Strategic Defense: Four Decades of Progress; Seize the High Ground: The US Army in Space and Missile Defense; Space Warriors: The Army Space Support Team; and The Eastern Mandates Campaign: A Staff Ride Guide for Operation Flintlock.
